National payment card ELCART
The National Payment Card ELCART is a universal payment tool, a card for all occasions, issued as part of the creation of a unified cashless payment space within the territory of the Kyrgyz Republic.
Distinctive features of the ELCART card allow you to:
- Have 24/7 access to your funds thanks to the network of ATMs and branches of our Bank, as well as a wide network of retail organizations that accept cards;
- Pay for goods and services in a cashless way via POS-terminals in a wide network of shopping centers;
- Ensure the security of your funds in case of loss or theft, as transactions with the ELCART card are impossible without entering the PIN code known only to you (if the loss is reported immediately, the card will be blocked and later restored);
- Receive monthly interest on the balance of your card account;
- Receive your salary even if you are on vacation or sick leave, and also receive your pension (see Salary Project);
- Independently manage and top up your account, including by depositing your own funds at the Bank's head office;
- Have access to the full range of banking services available to cardholders;
- Obtain a loan under the current loan program of the "Eurasian Savings Bank" and repay the loan in a cashless form;
- Withdraw cash from ATMs and terminals of any of the 17 commercial banks;
- Capitalize your funds with interest accrual.

What should I do if I lose my ELCART card?
In case of loss or theft of the card, immediately report the incident to the Head Office of Eurasian Savings Bank by calling tel. 38-91-91. The card will be blocked and then restored.
Where can I use the card?
Along with the agreement, you will receive a list of all cash withdrawal points and retail-service establishments where you can withdraw funds and pay for the goods you purchased.
